What if Root wasn't part of Outer rim, only source of growing, independent, cancerous Submachine that later created Outer rim?

Based on the coordinate system, the Root should ideally be right in the middle of the whole Subnet, because the 55-s are right in the middle between 000 and 999.

What about the sanctuary? it's supposed to be in the Core, but 291 doesn't seem much like a center.

that doesn't really make sense to me, considering that the root is in 552 and the outer rim is pretty much the opposite of the core.
